I cannot give a definitive answer because I am still very confused about this. I could swear that I have seen online horse racing sites, regulated in the United States, that are now using Neteller. I thought I saw one in Oregon, also North Dakota. They appear to be back in the United States market to some degree. It's confusing.

I'm guessing it is possible you saw PayPal or MoneyGram and then remembered that as Neteller instead when thinking of it later. Some major national parimutual race wagering operations do take those (they are licensed legal operations in the US) and they operate out of an Oregon hub.
